Stayed here for 3 nights whilst visiting friends in Bexhill. Our room was nice and big but fronted the road. Whilst we had a sea view glimpse which was very nice, the double glazing seemed to do nothing to muffle the bad road/traffic noise from outside. Noise through the walls

Does this hotel have a car park and are the disabled rooms small dog friendly?
Definitely got a big car park. The hotel welcomes dogs but I am not sure about the specifics of a disabled rooms.

Are rooms on the higher 2nd floor less likely to be disturbed by the loud music from the function rooms
I can only answer for room 113 which is not above the function/dining room. The hotel will, I'm sure consider favourably if you request a room away from the function room. You only have to ask, you're the guest after all.
