Taxi or Uber. I believe there is a fixed price set by the appropriate Transit Authority for Taxis - you will need to check the internet. I have departed to and from JFK airport. The price is a flat rate plus tolls. I have no idea of the price of public transport to and from La Guardia. I did use public transport from JFK many years ago when I was a student. It was very much the cheaper option but it was , relatively speaking , an even more arduous schlep than my transatlantic flight.
