1) The room facilities are not up to the standard.
2) The staff lack of friendliness
3) The breakfast was poor
4) The exchange rate for room charges was far beyond the market rate

I flew into Dawei from Yangon so not overland. You do need some kind of clearance though (as this is formally still under supervision by the military), but with the new NLD / Aung San Su Kyi government and local government in place, I don't think it poses a problem.
I was there for professional reasons so not much beaching. However In did saw some beautiful stretches of beach totally deserted except for the fishermen to the North of Dawei. You'll need transport. There was even an eating stall on one of the beaches.
