Unfortunately, there isn't any halal sign on the establishment, but I personally asked the staff working there and they assured that no alcohol (eg mirin) is used in the takoyaki, and they only serve seafood fillings
Most of the stalls selling takoyaki around Dotonbori sells several different varieties of takoyaki fillings that includes some non-halal items (pork and other non halal meats) so muslims need to steer clear of these stalls and find the ones that only serve seafood.
Some recipes for takoyaki sauce also uses mirin (contains alcohol) so it's better if you ask them first even though they only sell seafood takoyaki. You can opt to have them plain without sauce as well if you are still concerned about that, it's still nice with just mayo and bonito flakes :)
