There is a counter displaying food. You choose what you need, pay and proceed to a table. We loved the spring roll and fungi noodles. The mochi was excellent.

This place is totally vegetarian and there are signs posted everywhere that indicate "No Meat". I can't speak to the gluten part because I don't know. If you're worried, then stay away from the noodles.
