We thoroughly enjoyed our visit to the Cafe. We ordered drinks and sat outside. The prices are reasonable. The view is amazing and is fantastic when the sun is out and is nice and warm.

I'm pretty confident that you could get to cafe as I don't think you will be stopped by security. There is no charge for parking.
