Hong Kong Airport is infinitely superior to that of Manila.

However, if you are spending your overnight layover in a hotel, you will find a comfortable hotel close to the airport in Manila for much cheaper than Hong Kong.

If you are planning on finding a place to sleep in the terminal building, then Hong Kong is the better option.

***********In fact, if you are planning on sleeping in the airport terminal, I would give Manila considerable thought. If you are on a tight budget, you can get a 12 hour room for about US$20 at a Sogo Hotel. You would have a roundtrip taxi fare of about $11, plus the departure tax of about $12. Overall, a touch over $40. This should be manageable for most budget tourists.

Hong Kong anyday of the week. I'd avoid MNL like the plague.

There are one or two good airport hotel's near Hong Kong Airport as well.

In terms of airport, of course Hong Kong is better. But, it depends on the layover time, length and what you plan to do. If you are staying at the airport, then stick with Hong Kong - safe, CLEAN and pleny of shops/cafes/restaurants. If you plan to leave the airport, then it depends. If the overnight layover is 10pm to 10am and you want a hotel, Manila would be the cheaper option and may be more convenient. If your layover is from 3pm one day to 9am the next day, then Hong Kong will give you a reasonably priced hotel in the city (not at the airport - they are expensive) and you can spend a night exploring Hong Kong as it is easy to do tourist things up until midnight (at least).

Best in Asia is Singapore, followed by Seoul, followed by Hong Kong (Manila is down near the bottom)
