Allowing security screeners in Canada to break locks?

Transport Canada is seeking public feedback on the possible implementation of a policy that would allow airport security screeners to break the lock or seal on luggage (including shrink-wrapped bags). Apparently, unlike the TSA, screeners in Canada do not yet have that power.

Interested citizens can make their opinions known (for what it's worth) on the Transport Canada website. The link is given at the end of the following article:

So the image capture of each bag and matching to the passenger - as Mufti describes - can be done and is done as a minimum for transborder pax.


Yes but in that case they would also presumably have no issue opening the bag there and then down in the depths of the system somewhere.

As Mufti describes it in Vancouver, they will instead physically take the luggage up to the security station and have the passenger open it there?
