Perfect Beach Vacation for Anniversary

We are planning our 25th wedding anniversary trip and want to go to the perfect beach. I have been looking for almost two months and cannot narrow down a location. Looking for advice:

Wish list is:

1. Smaller resort that is Adult only or adult section

2. On beach with ocean front rooms

3. Does not have to be all inclusive if I can figure out a budget for food/drinks

4. walking distance or easy cab to town or areas of interest

5. A great pool

6. Spa services

7. Snorkeling

We are considering caribbean, costa rica, cabos and parts of mexico but would go anyplace that is beachy, beautiful and not the most expensive place on the list. I am hesitant to try a hotel just based on reviews. I am thoroughly confused and would appreciate any and all recommendations and assistance.

Check out Frangipani in Anguilla. Breakfast included. Beautiful beachfront. Great watersports inclusions. Nice location! Anguilla is wonderful for getting out to restaurants.

Look into Royal Hideaway in Mexico's Riviera Maya area. It is a wonderful adults only all inclusive on a gorgeous beach. Food and service are great. It has all you are looking for.

Please note that although Royal Hideaway is billed as being Adult Only they do allow children of 13+

Sanctuary Capcana seems like such a large property - i was looking for something a little less populated and a little more low key i think but thank you for the suggestion!! Im still checking out the other one
