If your point of departure really is Malawi, it would make sense to contact local travel agencies and tour operators to find out which kinds of packages are available. The price of the flights is going to be a significant cost component, so there can be big savings if some local tour operator is able to provide a package that uses a charter flight. Buying a cheap Turkey holiday package e.g. from a UK tour operator that offers charter departures only from airports in the United Kingdom is very unlikely to be cost-effective once you factor in the flights needed to get you into the UK.

You also need to decide which kind of a package you are looking for. A city break? A stay in a beach resort? A tour around Turkey? Are you looking for all-inclusive accommodation or do you want to eat outside the hotel/resort or would you even prefer to cook yourself?

Based on your question in Turkey forum you are intending to go in August. It is in the high season in Turkey and August is the preferred summer vacation month in Europe, so the prices are likely to be at their highest. It will also be quite hot with daytime highs well above 30C. If you can go in June or September the weather will be a bit cooler and accommodation prices are likely to be lower.

In August Dubai will be burning hot with daytime highs above 40C and nights no lower than 30C. You probably can find good accommodation deals since that is not quite what e.g. European tourists are craving for - they would prefer to come during their winter when Dubai is a bit cooler but very sunny.
