Why is White City so empty?

Just curious why the chain hotels aren't in White City instead of out in Carlsbad? Was very surprised there wasn't at least 1 expensive Best Western at the gate, with no lodging on the NP it seems odd to me the town is doing so poorly. Anyone have the inside scoop- is there just not enuf land that's privately owned to work with?

I think White's City is all privately owned, not sure why it has not been rebuilt up. Back in the day it had 2 large motels, rv park, restaurants etc. I think now it is too far from Carlsbad's support services.

The "village'' Offers a more proximate and cooler overnight stay than Carlsbad (town)... Promotion has declined, so it seems ... Visitation & supporting services have taken the hit... The Caverns, remain spectacular ... carracar

I found this article online, dated July of 2008. Though it doesn't indicate if Whit's City was actually sold, it does have some info on the history of the village. See:
