don't think you need a licence (and if you are supposed to have one - doubt it they enforce it ) - we see people fishing off the shore along the beach in Holetown between Tropical Sunset hotel/ Zaccios and Mango Bay, all winter long, usually first thing in the early morning and late in the afternoon at dusk and some hardy visitors wear a lamp on their head and fish in the dark! Very popular activity with many male visitors -not seen any women fishing - they usually stand enthralled on the shore taking photos, and watching the fishermen throw the huge circular nets into the sea and draw them in filled with tiny little fish - then lots of oohs and aahs when they unload them onto the sand. Don't know anything about deep sea fishing - other than boats arr. off the beach to collect visitors to go fishing. Guess if licence needed for that the boat owners would assist.

As BGI says, fishing from the shore does not need a licence. Nor does fishing from a boat, providing the boat owner/driver has a licence.
