Swimming in the biobay

I was just browsing the bookstore, and I saw the new Moon travel book for Puerto Rico-had to look up Vieques of course. There is a boxed story about the biobay, stating that you "used to be able to swim" but that it was outlawed in 2007 and the author lamented that some of the magic of the visit is now lost.

This is incorrect info (right???) From everything i've read here-swimming is still allowed in Mosquito Bay on Vieques.
