Traveling to Puerto Rico is like traveling to any of the 50 states and it is a domestic flight. Your 13 year old does not need an ID in Puerto Rico as you will not be going through customs. TSA regulations require all adults to have ID (anyone 18 years old and older) on domestic flights.

No documents needed. TSA officers may just ask him his name. As mentioned above, it is just like flying to any of the 50 states.

You don't need a passport to travel to PR but if you have it is never a bad thing to bring it. My daughter is 7 and she has one every time we travel she is very happy to show it off, your grandson is 13 so he will not experience the same trill but he is at the age of thinking he is bigger than what he is so it will a good trill for him.
