Bioluminescent bay visit during June trip to PR

We'll be visiting Puerto Rico for 2 weeks in June, staying on the main island and on Vieques. I've been reading about the bioluminescent bays going dark. Which are most affected? Which are still healthy? Are there any recommendations on which tour guides to use to visit a bioluminescent bay?

My fav trip is the one East Island puts on. Evening travel to Vieques via their fast cat, Dinner and a pontoon ride in the bay. It's also the most expensive, but for what you get a good value. Probably the best all around value is the Fajaro one. There are several operator. Take a look at the purto Rico day trips site, lots of good information. www.puertoricodaytrips.com/biobay-and-moon/
