No scooter rentals. You donot need transportation within OSJ, but there is a free trolley if you don't want to walk uphill. Also, not the best idea to drive a motorcycle/scooter in SJ -too much traffic and people are usually not aware of cyclists.

OSJ is only 7 square blocks and is manageable by foot for those in good health.

In Old San Juan a scooter is not necessary since you can walk everywhere and there is the trolley. But if you wish to rent a scooter their is Paradise Rental PR in OSJ, is more like bicycle with an engine like a mower but will do the job.

The electric bikes were rated extremely favorable for use in OSJ, on TA.

They can be used on/off sidewalks as safety dictates and are much faster than walking if you are going to a specific location and not just browsing at multiple stops.

During rush times they are much faster and quite safe with cars/trolleys paralyzed in gridlock.

During hot, humid summer times you cut down on some sweating and other discomforts...

I think they are expensive for what you get, a regular bike might work better and cheaper.

No disrespect to any of the experts, JMHO.

Bicycles and scooters cannot be used on most sidewalks in OSJ as the sidewalks are extremely narrow in the business and residential streets (room for one person) and when cars are parked bumper to bumper on the perpetually busy streets, its difficult to get your bicycle or scooter off the sidewalk and into traffic where only one car can get through the narrow streets at a time. Not a good proposition.

Agree w prexplorer. Sidewalks in OSJ are very narrow. Would be very inconvenient, not to say dangerous, for pedestrians to have to compete w motorized bikes for space. The streets are also narrow, so you would not be able to go around cars.

What would be the recommendations for wheelchairs and segways, which one cannot get off to be pushed around like bikes? Maybe there are some open areas where the guides are taking groups, as the ratings are very high on TA: tripadvisor.com/Attraction_Review-g147320-d2…

I guess that OSJ is not accessible according to ADA standards of the mainland USA?

Exactly right. Wheelchair access can be tricky. Sidewalks have ramps, but they are narrow. And cobblestones don't make it easy. Have in mind that you cannot make a historical old city completely ADA accessible. Segways are also not very easy to navigate.
