Is the water calmer in Luquillo or Isla Verde?
Balneario Monserrate in Luquillo is a cove beach with a fringing reef, which breaks most of the waves. I believe the beach in Isla Verde is directly exposed to the Atlantic Ocean.
Luquillo Beach i.e., Playa Monserrate is much calmer. The real difference is that Isla Verde Beach is in an urbanized setting with high rise hotels and condos in Metro San Juan, whereas Luquillo Beach (balneario or public beach) is in a more tranquil, less urbanized setting with views of the rain forest behind it.Edited: 14 October 2013, 13:20

It doesn't. It's a side note. I'm pointing out the differences in ambience. As you can read in my comment I mentioned the beach not the water in connection with the surrounding area.
