layover in San Juan

We are going to Vieques in December. We have a 4 1/2 hour layover in San Juan while we wait for our flight to Vieques. Is that enough time to take a taxi into the city, take a stroll, and have a bite before heading back to the airport?

I would not venture out too far. You did not mention when in December you are arriving. In any case, close by is Metropol restaurant serving PR and Cuban fare. Across the street is Isla Verde Beach. You can take a stroll on the beach.

Adding prexplorer's post, the airport is a circus on Sundays due to cruise traffic. The lines at the security check points are always long on this day. Be sure to take that into consideration. If you are traveling on Sundays, give yourself no less than 1.5 hours to go re-enter the secured area of the airport.

That being said, it's it's a 15-minutes car ride each way to Old San Juan, with normal traffic.
