Calmest waters are usually Cane Garden and Smugglers Cove, although if the north swell is up, there can be world class surfing off the point at CGB and very rough surf on the beach. Not sure what you mean by "day pass", sounds as if you are coming on a cruise. Long Bay has cruisers bussed in, so you can use some of the facilities there if that is what you meant.

LoveCGB is correct. If I were doing a land based trip to Tortola, I'd stay at CGB. The beach is great and the water is usually calm... plus, lots to do there. Capt. Derek

Most people think that the best places to snorkel on Tortola are Smugglers Cove and Brewer's Bay:

No, Smugglers is a beach to the west of Cane Garden Bay and Brewers Bay is the the east of CGB:

If you look at the photo link I posted above you will see the 2 different beaches.

There are villas you can rent at both places, but most require a minimum of 5 days or more. I don't know where Castries is located.

We have stayed at both Mongoose and Myetts and I can recommend both of them. Mongoose has better kitchen facilities and is on a quieter end of the beach if there are a lot of cruise ships in. I don't know about the bad reviews at Myetts, but have stayed there and it was fine. These are all family run hotels and you are in the islands so sometimes things are not as they would be with a large hotel chain in the states and if things like that are an issue with someone, then they might have problems. There are also plenty of high end hotels and villas in the BVI if that is something someone is looking for.
