Trunk Bay is on St. John, and I'm not aware of a fin/snorkel concession at the beach. There is, however, a $4 National Park fee to use the beach. I find snorkeling much more enjoyable with fins. I don't use a vest, but many who snorkel do. Having fins will give you much more control and speed. You can rent fins in Cruz Bay (hopefully someone else will chime in re: selection, where to rent them etc.). Are you arriving from a cruise?

You can rent them a short walk from the dock, at Low-Key. I even rented a prescription mask. We really liked them.

We always rent snorkel gear from Low Key Water Sports. Quality gear and they ensure a proper fit. Right behind Motu (up a bit and across from Beach Bar). Fins only are $5/day or $25/week. Register before hand and get 15% discount.

If you are doing an organized trip from the cruise line, they probably provide snorkeling equipment as part of the package.

If need be, you can rent fins at Trunk Bay. I am not sure of the cost.
