Sounds counterintuitive, but truly, you'll have a courteous, safe driver no matter what taxi you get into, so long as it is yellow, and/or it says Santiago or Salagua on the door. Manzanillo has a fleet of really clean, comfortable, inexpensive taxis, with established rates to and from most tourist destinations, so there shouldn't be any haggling, which is really nice.

You can flag down an empty taxi from everywhere, and in most tourist places, you'll see a line of taxi's parked out front; approach the taxi at the front of the line first, though; it's good etiquette to take a ride with whoever has been waiting for a fare, and in many cases, if you try to get into the wrong cab, the driver will (in a friendly and very polite way) point you to the guy who's been parked the longest.

If you're planning on going on a bit of a tour, some folks will recommend that you wait for a car with A/C - not all taxis have air, but in my experience, in Feb/Mar, for trips between your accommodations and the beaches, or the markets, you can easily survive any taxi ride just by rolling down your window; the breeze off the ocean is comfortable and cool, and everything is close enough that you're seldom in the taxi for very long anyway!
