My sister and I are taking our nephew to Cancun in March, 2007. He will be 17 do we need permission from his parents (we do) but for Customs what do we need?

aside from his id (passport), you will need a letter of permissioin for a minor traveling alone. You can do a web search and come up with some letters you can print out. Then they'll have to be signed by his parents and notarized by a notary.

(We've taken a minor friend with us before, and the lady at the airlines counter was all set to jump on us if we didn't have it, but was very happy to see we did!)

Make sure the letter is signed by both parents and notarized. Since you will be going in 2007, everyone will need a valid passport. You can work on getting those now.
