Are there any public libraries on/near Cozumel? Do any public institutions (eg. colleges or museums) have free Wifi?

There is a library on 8th & 30th but they do not have books in English. Rock and Java has a book exchange or books for purchase in English. Some hotels have book exchange areas. Cozumel My Cozumel website might be able to give you more ideas on their discussion board.

If it is WIFI hot spots you are looking for they are in many places. Lots of the dining places like Rock and Java have them. I even think Mega has WIFI in the snackbar.

There's also a Starbucks across from the Naval Station on Melgar - can't imagine they wouldn't have WIFI - you may need a gift card with a balance of $5 to use it - like that in the US, not sure about Mexico.

There's a list of wifi places here:

More are opening every day, it seems.

If you want books, most hotels have piles for exchange and many restaurants do. Rock 'n Java is a 2 for 1 exchange, $5 donation to the Humane Society to buy a book. You can also check for garage sales while you're here -- there are usually boxes & boxes of books in many languages at those.

The municipal government has been putting free wifi in city parks. They started with the park in front of the municipal palace. Not sure if any are up and running.

Pretty much every bar/restaurant I have visited in town or near the square now have WiFi. Just ask your server for the name and password. Have your smart phone memorize the password and you can download your emails as you walk past the establishment the next time.
