The majority of hotels/resorts in Playa del Carmen do not have any sandbags. I can think of only the GPR that has small sandbags.

However in Playacar and north by the "Velas" outside of Playa del Carmen you will find the big sandbags.

We stayed at the Sandos Playacar (a family resort) in April and their visiable sand whales are mostly on the left of the beach near the Iberostar Tucan. They really didn't bother me after the first day and we always grabbed a shade cabana to the far right/south of the beach and you could look out on that gorgeous blue water without the sand whale view. The advanatages to the sand whales is that they are fun for kids to climb and jump off of and they provide a sheltered space a water to swim in when the ocean is too rough for swimming. (Some resorts do not allow climbing like the IB Tucan.)
