Our tourist season tends to wind down by the end of September. The black bear tour offered out of Tofino on Vancouver Island shuts down at the end of October. The grizzly tours on VI stop by about the 3rd week in September. There would be a year round whale watching tour available with Prince of Whales out of Victoria.
November is our greyest, wettest, most dreary month of the year.

For 4 days, you will find more to do in Vancouver. Vancouver Island would need a car to get around outside Victoria. It will be very quiet in Victoria which comes alive during summer season. But Vancouver has Stanley Park, lots of trails and hikes to do not far from the city, and Whistler. Vancouver is 4 hours by road/ferry from Victoria.
Vancouver Island/Victoria does have the Pacific Marine Circle Tour which takes 5 hours plus any stops.

Yes come to Vancouver...Island very quiet that time of year as others have said. November tends to be rainy and dark so please come prepared...
