To answer your question about dog sled racing.....we have dog sled racing in Cannington, Ontario which is only about 1 hour north of Toronto. If your looking for accomodation in Cannington check out winds of erin bed and breakfast located right in town.
Yes, pretty much all of Ontario gets snow in the winter - which is between the months of December - March.

Ski season in Ontario goes from mid December to the end of March. During that time, there is snow covering most of Ontario. As long as it is cold enough, all the resorts have snow making equipment in case there is not enough natural snow.
Skiing in Ontario is not going to be like the mountains in Western Canada. If you are coming to Canada strictly to ski, that is where you want to go.
