Best shopping on Canada's side of the border?

My boyfriend and I are coming to Niagara Falls June 20-22 and I'm wondering where the best places to shop are?

I do not have a passport and cannot get one in time to travel to the US so I'm wondering where the best places to shop are in Niagara Falls for good deals?

So far all I can really find is the Canada One Outlet...

Also many people are not aware that Clifton Hill is not the downtown. Head north to Queen Street for the city's downtown area and shops.

Queen Street--as a former Niagara resident, I can truly say that is one sad looking downtown. Seems 1/2 the businesses are closed or on their last legs, and the other 1/2--well, not much you would want to buy. They even had the nerve to charge for parking last time I was there.
