The Toronto airport is 7x larger than the Ottawa airport, so it's not surprising the Ottawa airport has less in the way of services and ground transportation options.
However, there is bus (Greyhound) and train (Via Rail) service from Ottawa to Kingston; you've just got to get from the airport to the city's main bus or train station.
Kingston is a relatively small city, only 125,000 or so people. If there was the demand, there would be the service....
One of the Ottawa locals may chime in soon, but in the meantime, I'd say you have a few options:
1) rent a car at Ottawa airport and drive the approx. 2 hours to Kingston
2) Greyhound - 3 or 4 buses a day, depending on the day.
4) VIA rail - 6 departures a day. There are two VIA stations in Ottawa - the main station which is a $30 taxi from airport, and the suburban Fallowfield station which is a $25 taxi.
As noted, the Ottawa airport is considerably smaller than Toronto. Most people travelling to and from Kingston would likely use the Toronto airport as flight availability is more diverse. Another option would be to change your flight to arrival at Toronto and either drive or take ground transport from there.
If planning to take a train; I'd opt for departures from the Main Via station. The Fallowfield "station" is really little more than a small building with a waiting area and washrooms. Well, OK and a Via employee or 2. If your train was late/delayed you would be stuck in suburbia with few options. As well, the taxi from the Airport is closer to $50. to the Fallowfield station. Via is a very comfortable, affordable option for travelling to Kingston.
You can also use the Ottawa City bus system to travel between the airport and the train station or the bus station if you are traveling light. Fare is 3.30 exact change.
The travel planner ( on the top left of the main OC Transpo web page) will give times and routes to get from the airport to various destinations. One change of buses is needed for either main train station or greyhound bus station.
