The quick answer..YES, although the number of smoking rooms seems to shrink all the time. When you book, you simply ask for one. In larger hotels you will find that all the rooms on one floor are designated smoking. Outside the hotel room, smoking is basically confined to outdoors (not patios) and not within 30 - 90 meters of any door used by people using the doors to enter or exit a building.

Regardless of what they publish online, do make a point of checking directly with the hotel when you book, either through their toll free or via email.

Also be aware that Sept 10-19 is the Toronto International Film Festival, 2nd only to Cannes in its size; it gobbles up most of the available hotel space in the downtown core quite quickly, and cost is at a premium during that time frame.
