Legally changing his name does not change who he really is -- he's still someone who has been deported from the US in the past.

He should consult a lawyer who specializes in US immigration law. Many such lawyers, including some located in Montreal and Toronto, are listed here: http://www.aila-canada.org/directory-regional .

I would say he has zero chance of getting into the USA, the USA is very strict about deportations.

Call the consulates of both countries.

The US Immigration does not only take name but various other info to consider someone for entry. Fingerprints, facial recognition, country of origin, etc. If he was deported, he is very unlikely to be allowed entry into the USA. He needs to check with the USA consulate or embassy in his home country to receive approval for entry. If entry into the USA is as easy as legally changing one's name and obtaining a passport with the new name, everyone and their uncle would be jumping on with this method for entry. It's not that simple. The best advice is to enter the country legally, and as some of the above posters have mentioned, check with the consulate/embassy as well as an immigration lawyer.
