Usually there are always taxis waiting at the cruise terminal when cruise ships are in town if not then dial 418-525-5191 and call one leaving your name to make sure the driver will pick the good customer. Uphill from the cruise terminal you have a tourist bureau located at 12 Ste. Anne when you will find all the help you need and all your questions answered. By taxi it is a very short ride about $5.00.

At 12 Ste. Anne ask for Les Tours du Vieux Québec sightseeing tours. You will find something that suits your needs for one day. You might also look for walking tours if you can walk. Keep in mind Quebec is hilly especially old Quebec. Tours du Vieux Québec are mainly Bus Tours. If you prefer a horse

ride "caleches" are hanging within walking distance from 12 Ste. Anne at corner of St. Louis Street. I attached a few links. If you have a specific question come back to us.

Lower and Upper town are within very easy walking distance from the cruise terminal. I would simply walk and explore both. After exploring all of Lower Town, Rue Petit Champlain, etc., take the funicular up to Upper town, which drops you next to the Chateau Frontenac. from there explore the Old City.

Tours are nice if you have time but you can cover a lot on your own, plus giving you more time for a bite to eat or glass of wine at a sidewalk cafe.

I agree with JD. Quebec City is a very small city, well at least the old part. A day will allow you to see lots and enjoy most of what there is to see. The bus tour is good if you have trouble walking, but if you are fir a self guided walking tour is wonderful in the city. Do wear comfortable shoes though, it is a hilly city.

You can see quite a lot in one day in Quebec City, although you will probably wish you had more than one day... once you see how lovely it is.
