First time in Quebec in August - Best method for travelling

We are coming to Montreal/Quebec for 3 weeks at the end of July/August. Besides visiting Montreal and Quebec city we would like to go to some of the National Parks off the St Lawrence River and also see the Whales, do some canoeing, walking to see the wild life etc. Is it best to hire a car or can we go by public transport. There are two of us. (Mum and daughter) Are there any excursions from Quebec that go into the National Parks? We are just at the stage of planning what to do and would welcome suggestions of where to go
