Yes, you can get a taxi. It would be cheaper to walk though.

Unless your timings and day of travel necessitate a taxi all the way, or you simply like throwing large amounts of money at a problem, it would be far cheaper to get a taxi to Liverpool Street station and then a train to Harwich. Even cheaper to get the Underground to Liverpool Street.

PS As an indication of the journey it is about 115 miles and up to 2 hours. You can do your own rough assessment of the range of cost your likely to get into

Rather than asking in such a brusque manner, why not just Google 'Heathrow to Harwich Taxi'. You'll find answers from about £160 to £350 depending on type of car

Unless your cruise line have a pick up optionn then take the Piccadilly line to Holborn then eastbound Central Line to Liverpool Street for a train to Harwich. Takes about 2.5 hours on a good day and will be cheaper than a taxi.
