Ryanair cabin Bagagge

I had and email from Ryanair some weeks ago stating free extra cabin baggage allowance coming soon... does anyone know what or when this comes into effect.

A quick Google says from 1st December 2013. But the extra is only a "small ladies handbag", or a bag of airport shopping. Every other airline allows the latter anyway.

I'm surprised they haven't yet got around to banning those big awkward cumbersome things from cabins (passengers that is)
