It looks as though it's too big.

If it is a soft bag and can squash the 23 to 20. But it's a risk.

It's a hard bag but what's the charge if they measure?

According to their website:

"Oversized cabin baggage will be refused at the boarding gate, or where available, placed in the hold of the aircraft for a fee of £50/€50 (fee subject to VAT on domestic flights at applicable government rates). If you are unsure, check at the Bag Drop desk before going through security."

Don't risk it. It is too big and do those dimensions include the wheels etc?

You might be ok, you might not. depends totally on the mood of the staff on the day you travel, get someone in a foul jobsworth mood and they may insist on measuring the bag, I think I would get a smaller one now and not have the worry.

How much do they charge for hold luggage? Got to be cheaper than £50+VAT. And remember you can't have another bag like a hand bag if you take this as cabin.

I had a case of touch and go with mine but the £10 it cost for it going in the hold + I could take another bag in the cabin was well worth it. If I'd tried to use the one and lost it could have cost me £40.
