If you have transport, The Blagdon Inn Totnes Road, Paignton is good! Sorry can't help with Torquay, there is the usual Weatherspoons but not sure about any others.

The Hare and Hounds in Kingskerswell between Torquay and Newton Abbot is always very busy although I haven't eaten there for some time.

Somewhat further afield, and one I have been to, is the Swans Nest at Exminster and that too is very popular.

If you go to Weatherspoons then expect to get what you pay for. Their Sunday carvery would have to be the worst meal I have had in a very long time.
