Yes, their license was not renewed... but because they appealed the decision they are allowed to continue operating until the appeal process has been exhausted. That will take many months, so for the foreseeable future it's "business as usual" (good and bad).

Uber are permitted to operate whilst the legal appeals are continuing.
They're not allowed to meet passengers inside the terminals. You'd need to meet them in the parking structure.
If you're heading to Windsor immediately after arriving, what are you doing with your luggage? There's no left luggage facility at the castle - if that's your intended destination.

Answer 2 is incorrect. There are many layers to this.
(1) Uber does operate in London, though tfl (who regulate taxis in London) have revoked their licence. They continue to operate pending their appeal through the Court process
(2) Windsor is not in London, so the relevant taxi licence authority is Windsor and Maindenhead (who have licensed Uber). If Uber do lose their licence in London, this would not affect their status in Windsor.
Having said all that - the vast majority of people in the UK never touch Uber. There are loads of effective alternatives, from buses to other private hire operators.
WIndsor Cars and 5Star are very good.
Also, please check your dates against the Windsor Castle website, to make sure the Castle will be open.

Uber is fantastic....
London still has Uber. They are appealing against losing their licence in London, so still operate. I would never use Uber, too many reports of alleged incidents not reported, Uber charge more when busy. Use a pre-booked local licensed minicab. Or use a bus.
