Probably the #15 bus. It's kind of cumbersome by tube. Probably the easiest way by tube would be take from Tower Hill to Mansion House and walk from there.

It's not a terribly long walk, as they are at opposite ends of the City (the financial district), and you could visit some interesting churches and other things on your way.

Buses can be slow across the City, but I wouldn't necessarily consider it worth going down into the tube and up again. It might be more trouble than just walking.

I'm not sure that taxis are always quicker than the buses in London due to traffic. I'd walk. They are close enough to each other and it would be much more interesting.

If memory serves, Balliztik has several other people travelling along, some of whom are younger (I think). Although the walk is a short-ish one, the number 15 bus from stop TA just steps from the Tower itself will take Balliztik and party to St Paul's fairly quickly, unless traffic in the City is grim.
