The RV1 towards Covent Garden travels along Tooley Street and calls near the Eye, just a short walk across Westminster Bridge from Parliament Square. Alternately, pop across Tower Bridge and take the District or Circle line from Tower Hill or the 15 towards Paddington, then grab an 11 along the Aldwych which will call at Westminster. You can also connect at Waterloo to the 211 towards Hammersmith.
Th easiest way to get to the House of Parliament from Tooley Street, though, is to take the Jubilee line of the Underground from London Bridge to Westminster.

Is there still a problem with the Jubilee line being down alot?
I had heard it is quite often shut down?
It's undergoing a lot of maintenance work. Details are on the www.tfl.gov.uk site. There can be disruptions at weekends, but not usually otherwise.
By the way, if you are not in a hurry, the walk along the South Bank,from Tower Bridge to Westminster Bridge is an excellent one.
The bulk of the development on the Jubilee line completes later this year, so the disruption will stop part way through 2010. When are you coming?
We are coming in May so it will probably still be happening.
Could you tell me if the construction effects the Tower Hill Tube Station?
Tower Hill tube station is not on the Jubilee line, but any line or station in London is subject to maintenance. Its just that the Jubilee Line's repairs / upgrades have been going on for so long.
The next six month's planned closures are available from tfl.gov.uk/tfl/…default.html
There is a dropdown from which you can select individual dates in the netx 4 weeks, and to the right of that are two PDF documents, with station and line closures for tehe next 6 months.
