The Cabinet War Rooms and Churchill Museum is indeed open to the public. Details here - http://cwr.iwm.org.uk/

As to hotels, have you a budget in mind and how central do you want to be bearing in mind that anywhere roughly inside the Circle (yellow) tube line is considered central?

Yes, the Churchill War Rooms are open daily to the public and is well worth seeing.

You could try the Mr & Mrs Smith website for boutique hotels or how about The Fox and Anchor down Smithfield market?
