You can search the reviews here on T.A. for each hotel, but the Holiday Inns in the UK tend to be nicer than what they've become in the US.

Some to checkout are:

The Holiday Inn Mayfair is very comfortable. We had a room with two double beds, a little sitting area by the window, a minibar, which they emptied for us, tea service (with extra shortbread once they saw our daughter in the hall!) Fairly decent clothes storage, with a trouser press in the closet. Wonderfully deep tub. We never ate at the hotel, and only peeked into the fitness room. The location is excellent--about a 2 minute leisurely stroll to the Green Park tube station. The 9 bus runs down Piccadilly, which is very handy after the theatre when everyone else is attempting to get on The Tube! There's also a Boots and a Sainsbury very close (then again, where isn't there a Boots very close?)

Holiday Inn in Bloomsbury is good for family rooms and parking and is in a great position,

Holiday Inn Camden Town is usually cheaper than above for families, newer hotel but further out.

Holiday Inn Oxford Circus has probably the best location for most visitors but in terms of facilities is less than others.

Express by holiday Inn Victoria is not good.

Express by Holiday Inn Southwark is behind Tate Modern and Globe Theatre. At weekends normally have great rates, normally 69 GBP.

One more plug for the Express by Holiday inn -Swiss Cottage - zone 2, no restaurant but great location, extremely clean and pleasant staff.

I stayed at the Holiday Inn Bloomsbury and found it nice. It's about a block from the Russell Square tube station
