There isn't. The obvious choice would be the Swiss Re building but their restaurant is only open to the public once a year on the Open Doors weekend.

The restaurant at the top of the Post Office Tower was blown up by the IRA and has never re-opened.

You get a superb view of London as you fly into Heathrow (sit on the right hand side)

There are several places where you can get a decent view with your feet on the ground - most however require spending money

Centre Point has a restaurant and bar on the 31st floor according to this link.

I recommend Vertigo42, went there last summer. You have to book first, but can go up just for a drink. Very expensive drinks, but worth it for the view! There is somewhere on Millbank too, is it Altitude something?

In the City next to St Paul's Cathedral there is a new shopping mall which has a rooftop viewing terrace that is free and offers great views of the cathedral, and you can see the London Eye. I forget its name, can anyone help?

The Cafe on the top floor of the Tate Modern, or the one on the top floor of the National Portrait Gallery also give interesting views.

The bar of Galvin at Windows at the Hilton Park Lane could be another option.

NO, scrap the National Portrait Gallery and the Park Lane Hilton, great views, but not of the City/Canary Wharf area that the OP has asked for.
