Traveling from Luton airport to Victoria station at 8.30 am??
Shuttle bus to Luton Airport Parkway, then any train south to St Pancras. Walk to Kings Cross - St Pancras Tube station for the Victoria Line.
I'd have thought train to Blackfriars, then Circle/District line to Victoria would be quicker and, if this is a weekday, slightly less crowded.
There is the Green Line operated easyJet/Terravision/Green Line marketed joint Bus, 24x7 from outside the front door of Luton Airport passenger terminal direct to Victoria every 15/20 minutes.
Not as fast as the train, but a lot cheaper (bought from easyBus on-line) but just board the bus and sit in relative confort until you get to Victoria.
I did look into the easy bus but thought because it was at 8.3 am the traffic would be pretty bad no??
If you go by the Green Line bus you go because of the price, hence why most people buy tickets through easyBus on-line where it is often cheaper than buying through easyjet, Green Line or Terravision for the same service..
If price is not top of the list of your purchasing criteria and speed is more important take the train option.
