There are stairs at Tower Hill station. If you want to avoid them or if there are planned works on the District or Circle line that will interrupt the Tube journey, you may take the number 11 from Victoria to Charing Cross. Change there to the number 15 towards Blackwall or Tower Hill (the latter will be a Routemaster) and alight at the Tower (nearer the Minories than the next stop, in Mansell Street). tfl.gov.uk/gettingaround/maps/buses/pdf/towe…

Are you actually starting at Victoria? Or getting a train into Victoria? If the latter, there may be other rail options which would get you nearer to the City.

We are flying to Gatwick and thought the express into Victoria station would be a good starting point.

If there is an easier way I would be extremely grateful for the advice, I would rather travel by train or tube.

There is a much easier and quicker and cheaper way. Take the First Capital Connect service from Gatwick to London Bridge (one minute faster than the GEX to Victoria, and just £10). Head to the Duke Street Hill exit and from stop R take the RV1 bus across Tower Bridge to Tower Gateway (about 5 minutes). You are then basically at the Minories.

It's always best to take the trains to London off peak (after 9.30am weekdays), as they are jam packed with commuters before then. Even the GEX starts at Brighton during peak hours and so is crowded.

I've taken the RV1 from London Bridge to Tower Gateway a number of times, usually having come on the Underground from Heathrow. It's a much easier journey than from Victoria, with the bus taking five or 10 minutes from London Bridge to its terminus, depending on traffic.

Most RV1s are smaller hoppa buses, only a few are double deckers. There is space inside near the rear door, for bags.

When you alight at the terminus, walk straight ahead under the railway arches, don't turn right at the curve in the road. If your destination is the Hotel Chamberlain, it's just past the junction with Crosswall; the Hotel Indigo is a little further along, almost opposite Aldgate bus station. The spider map given above for Tower Hill has a good schematic of the short walk from Tower Gateway to the Minories.

We should check the engineering works schedule for the trains.

Another possible route is to take the First Capital Connect train from Gatwick to Blackfriars, from where it is a much shorter journey on the tube.

One other point is that depending on the OP's final destination, it may be better to go to Aldgate rather than Tower Hill, although this does mean that you can't use the District Line.

Many thanks for the information, we are not travelling until January but just doing a bit of homework.

After all the good advice, we will certainly not be travelling at peak time.
