'Are the deals only good with rail passes?' There isn't an answer to this question, as 'rail passes' (with the exception of what is still known as a BritRail Pass) is not terminology used to describe transport tickets for use in the greater London area.

tripadvisor.com/Travel-g186338-c195600/Londo… and tripadvisor.co.uk/Travel-g186338-c133479/Lon… are both good primers with plenty of information about the two for one offers and the necessary National Rail issued Travelcards.

Depending on where you have booked to stay near Gloucester Road station, the nearest NR station for purchase of paper Travelcards will probaly be Victoria. You may use PAYG on Oyster to travel from LHR to Gloucester Road and / or Victoria for purchase of those paper tickets.
