Room Upgrades - is it me ?

I just read this review for the Thistle Tower

"On check in they try to upgrade you to a superior room and when you say no they tell you that there aren't any standard rooms available! "

If you have booked a standard room and they say they haven't got any wouldn't the upgrade be free ? If so why is this person complaining?

Presumably this person believes that the hotel are trying to get them to part with more money.

a) have they booked a standard room and the hotel has confirmed that booking, only to find they don't have standard rooms or

b) has that person walked in off the streets asking for a standard room, only to be told the hotel's only got superior rooms or

c) The hotel has done a) and is offering a free upgrade, and the person hasn't realised?

or d) The person has done a), but the hotel's got a 'that's what's on offer - take it or leave it attitude'

The world demands to know!

It sounds like the tried to charge him to upgrade to a superior room rather than just saying that they had no standard rooms and that they would upgrade him for free. I'd be pretty annoyed if a hotel tried to get more money out of me when they were the ones who overbooked and would give the upgrade for free anyway if I said no.
