For a year-long stay in St. Andrews, what is the best way to transfer money? Is Xoom an effective method for sending the money to a bank in St. Andrews?

Bank transfer from donor account to recipient is a simple effective way.

Depends how much money you need on any one occasion - the best option may be a US bank or Credit Union with low charges on foreign withdrawals where you can use ATMs.

It also has the advantage that it can be trickle fed over the year from home without any other problems
