Bolivia's President denied overflight by France

We have been planning an extensive trip to Provence and Northern Italy in September, but after hearing that France forced Evo Morales to land in Austria in the mistaken belief that Edward Snowden may be aboard, I'm calling it off. Is there no place safe from the United States Secret Police? Maybe we'll go to Bolivia or Ecuador instead.

Probably just as well as listening to unfounded rumours. How does one sovereign nation force a plane down in another sovereign nation, especially one it doesn't share a border with?
