Go from Jules Verne to the top?

I understand that the Jules Verne restaurant has a private lift. But if one wanted to have their meal and then go to the top of the tower, from the restaurant location on the 2nd floor, would you have to return to the ground level or can you buy tickets for the tower lift while on the 2nd floor?

You can exit the restaurant to a staircase down to the second level viewing deck where there are ticket windows and automatic ticket machines for purchasing tickets to the top/Summit.

If you plan to return to the restaurant, let them know when you leave and they will explain how to get readmitted and by what time you'd need to return (if you're leaving near the end of lunch or dinner service).

I can confirm what DJKBOOKS posted. We did this last year and it was spectacular.
