Paper napkins what changed?

I realize this is not earthshaking but in 2009 at casual eateries it was very hard to get a single paper napkin. Now they are out in abundance,. What happened?

If you were talking about dives in Bangkok where a paper napkin is often just one square of toilet paper, I would understand the problem, but in Paris we have all the paper napkins we want.

???? I have had paper napkins available in all my visits( pre and post 2009|) , in fact, some of the french paper napkins are really nice and thick , almost like cloth.

Perhaps you just had this experience a few times or something and thought it was the norm?
